Seminar on “Legal Framework for Financing Cultural and Creative Industries: Comparative Perspectives”
Objective: Cultural and creative industries have become more significant, on a progressive basis, in economic diversification and increasingly contributing to the economic development and reforms in many developing countries. Emerging economies in Asia are also gearing towards this developmental trend to cope with growing demands on traditional manufacturing / industrial settings with higher levels of production, quality and cost, whilst shifting towards an alternative production and management modes for creative industries, as a supplement to the traditional industrial portfolio. Government has played a key role in directing the route in transforming creativity into productivity and enriching the soil of culture and creativity formation by delivering appropriate and supporting policy regimes. In 2010, the Macao Government has established the Cultural Industry Council to support the local creative and cultural industry development. Referring to this new context, this seminar aims at providing a platform that shares the experience of Europe and China in establishing legal regimes of financing or supporting the formation and development in this field and compares different legal perspectives to possibly suggest an optimal public policy matrix and legal framework satisfying the local circumstance and constraints in the development of cultural and creative industries.
